The project aim at building platform for dialogue that is consultative, inclusive, participatory and transparent that guarantee non-repetition of violent conflict and expedite the process of resolving the origin of conflict in Apaa to allow return of peace and development.
Project description
Relative peace returned to northern Uganda in 2008 after twenty years of conflict between the government and the Lord Resistance Army. However peace continue to elude the people of Apaa. This conflict is over land ownership, access and use between two communities. These two communities were once living peacefully and happily together for decades. Now turned foes and in constant violent conflict with each other resulting into displacements, injuries and deaths.
Since the beginning of Apaa land conflict, government through cabinet made several decisions that were either reversed, internally sabotaged, or not implemented due to contradicting and varying interests among leaders, government agencies and, sucking in the communities. Government, the sole guarantor and protector of peace and citizens’ under the 1995 constitution is not only an interested party but, perpetrator of the conflict and violator of rights it’s supposed to guarantee and protect.
Tropical Resource Governance for Development commit to building a neutral peace dialogue platform that is consultative, inclusive, transparent and participatory that bring together the communities, leaders, the government and its agents to dialogue. This will be guided by national and international laws on land and conflict resolutions taking into account the local traditional conflict resolution mechanisms.
